Semel
Our office managed and oversaw all procedures for the approval of the Semel program (TA/2988),
a comprehensive plan encompassing a 45-dunam area in the heart of Tel Aviv-Jaffa, bordered by Ibn-Gabirol, Arlozorov, Jabotinsky, and Ben-Serok streets, famously known as the “Semel Complex.”
Under this plan, approximately a thousand residential units and commercial spaces were authorized for construction in Tel Aviv’s city center.
Our office, representing a consortium of private owners and companies including Africa Israel Residential Ltd., who spearheads the project, diligently coordinated, and navigated all necessary procedures for the plan’s approval, along with a detailed plan essential for executing construction rights within the complex. Throughout, our office guided and continues to support the project’s development on behalf of the complex’s rights holders. We expertly managed the planning process with relevant institutions (local and district committees, appeal boards, and courts), even facilitating the removal of trespassers from the site.
Following the plan’s endorsement, we persist in driving the project’s realization, including representing rights holders in allocation procedures, overseeing permit issuance, crafting sales agreements with apartment buyers, and orchestrating contracts with commercial entities seeking spaces within the complex.
